Dr. Scott Andrews
Scott Andrews was born in Tampa, FL. He is a first-generation U.S. citizen and first-generation college student. Both of his parents are not from the U.S. His maternal grandparents played a very large role in his upbringing. His family instilled his intense ambition, work ethic, and sense of humor. Scott has worked in local government for 20 years. He has served in 5 unique communities across 3 states, leading, and leaning-in in small, medium and large sized cities. Scott currently serves as the Assistant City Manager in Bakersfield, CA. Bakersfield is one of the 50 largest cities in the United States and the fastest growing City in California. Scott previously served as the City Manager of Covington, GA. Covington is the "Hollywood of the South," producing hundreds of movies and shows, and the home to several movie studios. As a reminder a City Manager, is local government equivolent to a Chief Executive Officer of the City. A City Manager is responsible to the Mayor and City Council for the management of all city departments and of all city affairs.

Mr. Andrews previously served as the Assistant City Administrator for the City of Smyrna, Georgia. Smyrna is a booming community and the home of the recent, world champion Atlanta Braves. Previously he gained his love for community engagement in the visionary city of Sugar Hill, GA. Andrews served as the Economic Development Director in this "Sweet City", full of development and placemaking case studies. Dr. Andrews obtained his doctor of education degree in organizational leadership during this time period. Scott had been in school for nearly 40 years at this point point , putting himself through school with his after-hours research. Scott 's passion for local government was cultivated in Temple Terrace, FL, near his hometown of Tampa. The same recreation center he snuck into as a teen would be the City he would serve for his first 11 years in local government. Working with the teenagers and aiming to inspire them is ultimately what helped him find his calling in local government. Scott is incredibly passionate about team development, strategic planning, economic development, DEI initiatives, quality of life initiatives, community building, and youth engagement. Scott is married to Danielle Andrews. They are expecting their first child at the end of 2022. The Andrews Family resides with their 4 furry children in Bakersfield. In his free time, Scott loves to strength train, learn new skills, volunteer and to explore new cultures. He has currently visited 90 countries and adamantly believes that the more you experience the world, the more you find yourself.

Acts and serves as city manager in his absence. Supervises productive teams ranging from Finance, HR, Parks & Recreation, Information Technology, Economic Development, Community Relations and Safety Risk. ” Advises Mayor & Council in establishing overall policies, researches Council requests regarding policy, and prepares and submits recommendations. Assists with preparation of the City’s $720 million annual budget. Aids staff in facilitation of City’s long-range growth. Current studies underway include; annexation study, downtown master plan, and transit study. Exercises responsible judgment in resolving problems involving citizens. Establishes and maintains effective working relationships with local, state, regional authorities, civic organizations, and intergovernmental relationships with other cities. Provides guidance to department directors regarding personnel matters to include promotions, demotions, hiring, and disciplinary actions. Represents the City on different boards, commissions and agencies as needed.
