Dr. Scott Andrews

Scott Andrews was born in Tampa, FL. He is a first-generation U.S. citizen and first-generation college student. Both of his parents are not from the U.S. His maternal grandparents played a very large role in his upbringing. His family instilled his intense ambition, work ethic, and sense of humor. Scott has worked in local government for 20 years. He has served in 5 unique communities across 3 states, leading, and leaning-in in small, medium and large sized cities. Scott currently serves as the Assistant City Manager in Bakersfield, CA. Bakersfield is one of the 50 largest cities in the United States and the fastest growing City in California. Scott previously served as the City Manager of Covington, GA. Covington is the "Hollywood of the South," producing hundreds of movies and shows, and the home to several movie studios. As a reminder a City Manager, is local government equivolent to a Chief Executive Officer of the City. A City Manager is responsible to the Mayor and City Council for the management of all city departments and of all city affairs.

Mr. Andrews previously served as the Assistant City Administrator for the City of Smyrna, Georgia. Smyrna is a booming community and the home of the recent, world champion Atlanta Braves. Previously he gained his love for community engagement in the visionary city of Sugar Hill, GA. Andrews served as the Economic Development Director in this "Sweet City", full of development and placemaking case studies. Dr. Andrews obtained his doctor of education degree in organizational leadership during this time period. Scott had been in school for nearly 40 years at this point point , putting himself through school with his after-hours research. Scott 's passion for local government was cultivated in Temple Terrace, FL, near his hometown of Tampa. The same recreation center he snuck into as a teen would be the City he would serve for his first 11 years in local government. Working with the teenagers and aiming to inspire them is ultimately what helped him find his calling in local government. Scott is incredibly passionate about team development, strategic planning, economic development, DEI initiatives, quality of life initiatives, community building, and youth engagement. Scott is married to Danielle Andrews. They are expecting their first child at the end of 2022. The Andrews Family resides with their 4 furry children in Bakersfield. In his free time, Scott loves to strength train, learn new skills, volunteer and to explore new cultures. He has currently visited 90 countries and adamantly believes that the more you experience the world, the more you find yourself.

Responsible for direct management of 5 recreation facilities, 15 parks, and nearly 60 staff members; departments ranged from fitness, athletics and facility rentals to customer service to aquatics. Prepared annual operating and capital outlay budgets ($3 million/ $115K-$460K) for the division and assisted with the development of the larger department-wide budget as well. Served as representative for the city’s pension and contract negotiation team. Planned and implemented policies, practices and procedures for the department which resulted in 15% savings in facility use staffing costs.

City of Sugar Hill, GA
Orchestrated a highly motivated team responsible for marketing, communications, events, outreach, and business attraction for this “Visionary award” winning City. Led downtown revitalization efforts, serving as both the Secretary/Treasurer and lead staff person for the downtown development authority. Collaborated with consultants on traffic studies, void/retail leakage analysis, City master plans, hotel feasibility studies, greenway studies, and executed development agreements for private sector projects ranging from full service hotels to large scale mixed-use developments. Initiated the largest municipal event series in Georgia with an event attendance and exposure increase of 31% from 2014 to 2015, and 404% from 2013 to 2017. Facilitated 14 city-based interests groups ranging from Arts Commission, award-winning Youth Council and Players Guild to Historic Preservation, Women’s Club and Business Alliance. Led the project development and implementation of the transformation of the old city hall into an award-winning business incubator and coworking space called “The Suite Spot.” This project also serves as a host site for several free business resources for business owners. Co-founded the Sugar Hill Business Alliance in 2014, which became the largest group of its kind in Gwinnett County. Founded the Gwinnett Communications & Events Committee to create cohesion and coordination between the 16 cities in Gwinnett County.

Leads a full service staff, with productive teams ranging from; Electric, Gas, Police, Fire, Airport, Stormwater, Community Development, Public Works, 911, HR, IT, and a Welcome Center. Facilitates the passage of the City’s $140 million annual budget and Capital Improvement Plan. Partnered to bring transformative economic development projects to the community including: Rivian, the expansion of Facebook, Battery Resources, “Project Jane” and the development of Covington Town Center Championed the bold move to bring mainstreet, economic development, and tourism “in-house” from the Chamber of Commerce, resulting in a renaissance of City engagement, efficiency and revenue options. Aids staff in facilitation of City’s long-range growth. Studies undertaken include; annexation study, organizational study, salary study, opportunity zone update, urban redevelopment plan, and transit study. Maintains effective working relationships with local, state, regional authorities, civic organizations, and intergovernmental relationships with other cities.
